  • The 2009 Cayman Islands Constitution brought in provisions for People Initiated Referendums via a petition to the Government. For the Civil Service, with its strong desire for political neutrality, petitions have long filled a grey area between the need of society for an involved populous and the need for the neutrality of an important segment of that population. The Constitution has also strengthened the individual’s right to free expression. With this in mind in 2012 the Deputy Governor has recently produced aPolicy in respect of the Signing of Petitions by Public Servants”. For the reference of our members we are pleased to archive this Policy here for easy reference. In a single document along with the Policy are also the Deputy Governor’s administrative circular on the subject, as well as letters of support for the Deputy Governor’s Policy from both the Premier of the Cayman Islands as well as the Cayman Islands Civil Service Association.
